Can Republicans Unite to Pass the Big Beautiful Bill?

House Republicans are revising a legislative package, called their “big beautiful bill,” aiming for House passage before Memorial Day. This bill is pivotal to President Trump’s agenda, addressing party disputes and poised for Senate consideration. Its objectives include extending the 2017 tax cuts, eliminating taxes on tips and overtime, implementing Medicaid work requirements, repealing green energy tax credits, and urging state contributions towards food assistance. However, internal GOP disagreements and Democratic opposition may hinder its passage.

The State and Local Tax (SALT) deduction cap increase is a major dispute, with moderates in high-tax states seeking higher caps to shield constituents. The bill proposes raising it from $10,000 to $30,000, but it’s deemed insufficient by the SALT Caucus, suggesting $62,000 for singles and $124,000 for couples. Conversely, some Republicans see this as a subsidy for the wealthy and demand spending offsets.

Conservatives also push for advancing the Medicaid work requirement timeline from 2029 to potentially 2027, despite potential coverage loss for nearly 5 million people. Another challenge is the proposed repeal of green energy tax credits, countered by both conservative and moderate reservations about energy costs and crisis risks. The bill imposes a provision against projects using Chinese components starting a year post-passage.

Additional reforms suggested by fiscal conservatives include adjusting Medicaid expansion percentages and revising pension contributions for government employees. These proposals face resistance within the party. Overall, advancing this bill underscores the ideological divides in the GOP, balancing tax relief, fiscal conservatism, and political dynamics. The legislation showcases the challenges of governance in a politically divided landscape.
