Cape Cod Healthcare and DA Team Up to Combat Substance Use Disorder

A powerful and innovative collaboration has emerged in Cape Cod that aims to tackle the growing issue of substance use disorder (SUD) within the community. Cape Cod Healthcare and the Cape & Islands District Attorney’s office have joined forces, driven by a commitment to address this pressing public health concern. Through a $1 million investment by Cape Cod Healthcare, spanning four years, the initiative is set to implement a Critical Incident Management System (CIMS™). This system will assist local police in documenting and responding to overdoses and behavioral health crises, fostering a more cohesive approach to managing substance use and supporting community recovery.

Strategic Allocation of Funds

Under the Massachusetts Department of Public Health’s (DPH) Determination of Need (DoN) regulation, healthcare organizations are required to allocate funds to public health when planning significant capital improvements. The ongoing development of the Edwin Barbey Patient Care Pavilion at Cape Cod Hospital prompted Cape Cod Healthcare to identify the CIMS project as a worthy investment to satisfy these requirements. This project, aimed at addressing community substance use disorders, was scrutinized and approved through a coordinated process by the DPH, ensuring that resources are directed toward high-impact initiatives.

The initial installment of $250,000 by Cape Cod Healthcare within this first year will support several pivotal aspects of the program. These include the expansion and enhancement of the CIMS software platform, the hiring of a CIMS Liaison to serve as the regional coordinator, training initiatives for police departments, and building an integrated network of social service agencies. The program is set to commence its design and planning phase, with additional allocations of $250,000 each year for the next three years to further enhance and expand the network.
