Understanding Antony Blinken’s Visit to China

July 31, 2023

US Secretary of State Antony Blinken has recently returned from an important visit to China, where he discussed key aspects related to US-China relations with President Xi Jinping and other senior officials. The trip was generally regarded as an effort to repair the straining relationship between the two countries, and it may hold special significance after a particularly tense year. According to Spokesperson Matthew Miller, both parties have engaged in “candid, substantive, and constructive discussions on key priorities in the bilateral relationship and on a range of global and regional issues.”

During the talks, Blinken highlighted the significance of maintaining open lines of communication between the two nations, on a wide range of issues. While the US had previously indicated its will to engage in robust competition with China, it has simultaneously expressed hope that the two countries will handle this competition responsibly, ensuring that it does not escalate into a conflict. Moreover, the US Secretary of State has stated that diplomatic means will be used by the US to address areas of concern and explore potential avenues of cooperation where key interests intersect.

“Both the United States and China have an obligation to manage this relationship responsibly. Doing so serves the best interests of the United States, of China, indeed, of the world,” he said while still in Beijing.

The Relationship Between the US and China

According to some experts, US–China relations hold the potential to reshape the destiny of mankind in the 21st century. They will undoubtedly serve as a deciding factor in determining the future of peace, prosperity, and environmental protection both in these countries and across the world. However, the tensions between the US and China have grown over the last couple of years, with other geopolitical concerns having also contributed to this situation. According to BBC, one of the most important problems in 2023 is that China has recently deployed warships to the waters surrounding Taiwan. Similarly, another significant issue is the country’s support for Russia despite the latter’s involvement in the ongoing conflict in Ukraine.

Although the US has been expressing its desire to improve diplomatic ties with China for several months, progress was repeatedly hindered by events that added to the existing tensions. The progress reported in trade talks between the US and Taiwan, along with China’s ban on memory chips manufactured by an American company, are just some of the most recent sources of discord worsening the relationship between these two economic giants. Other incidents have also led to diplomatic rows. In fact, Blinken’s recent visit to China should have taken place in February, but it was postponed when the US intercepted a “Chinese spy balloon” overflying its airspace.

Facts About Blinken’s Visit to China

US Secretary of State Antony Blinken holds the distinction of being the first to visit China since 2018. Originally planned for February, his trip was unexpectedly delayed when the US military intercepted a suspected Chinese spy balloon flying over American territory. According to CBS News, confirmation of Blinken’s meeting with Chinese President Xi Jinping came from the US State Department just before the scheduled encounter took place. Xi later stated that both parties had committed to implementing the mutual agreements approved by himself and President Biden during their discussions on the sidelines of last year’s Bali summit.

According to Antony Blinken, the purpose of the visit was to enhance communication and engagement between the two countries, ensuring clarity regarding their positions and intentions in areas of disagreement. Moreover, the Secretary of State said he hoped to identify potential areas of collaboration where the interests of both countries align, particularly in addressing shared transnational challenges. He went on to announce that the US delegation had successfully achieved all of these objectives. Moreover, Blinken also pointed to “a robust conversation about regional and global challenges,” including Russia’s unjust invasion of Ukraine and China’s actions in the Taiwan Strait.

In the Aftermath of the Visit

The good news is that the US and China have managed to reach an agreement to contain their rivalry and prevent it from escalating into a full-blown conflict. However, Blinken’s visit to Beijing did not yield any significant breakthroughs, according to Reuters. Moreover, US President Joe Biden later compared his Chinese counterpart, Xi Jinping, to a dictator. This remark came just a day after Blinken had left Beijing. Biden said that Xi had displayed anger regarding the February incident involving a Chinese balloon. He went on to explain that this reaction stemmed from the fact that the Chinese President was unaware of the balloon’s real location.

“That’s a great embarrassment for dictators. When they didn’t know what happened. That wasn’t supposed to be going where it was. It was blown off course,” Biden said. Considering the fact that China went on to characterize the reported remarks as “extremely absurd and irresponsible,” it becomes clear that more efforts may be needed to repair the strained relations between the two countries.
